In 2025, the total value of sugar imports across the globe reached $33.9 billion. This marked an 11.5% increase compared to 2021, when the global sugar import market was valued at $30.4 billion. However, on a year-over-year basis, sugar import spending fell by an average of 20% from $42.3 billion recorded in 2024.
The world’s five largest sugar importers in 2025 were mainland China, the United States, Indonesia, India, and Italy. Together, this group accounted for nearly a quarter (24.9%) of the global total.
Looking at regional breakdowns, Asian countries led sugar purchases by value, importing $15.7 billion worth—representing 46.3% of the worldwide total. Africa ranked second with a 23.7% share, followed by Europe at 18%. North America received 8.2% of global sugar imports, Latin America (including the Caribbean but excluding Mexico) accounted for 3.2%, and Oceania (led by New Zealand and Papua New Guinea) made up 0.6%.
For research reference, the four-digit Harmonized Tariff System code for sugar is 1701, which covers solid-form cane or beet sugar and chemically pure sucrose.

The following countries posted the highest sugar import values for the year:
1. Mainland China – $2.2 billion (6.4%)
2. United States – $1.93 billion (5.7%)
3. Indonesia – $1.9 billion (5.6%)
4. India – $1.24 billion (3.7%)
5. Italy – $1.17 billion (3.5%)
6. Saudi Arabia – $1.15 billion (3.4%)
7. Bangladesh – $996.1 million (2.9%)
8. Malaysia – $941.6 million (2.8%)
9. United Arab Emirates – $933.7 million (2.8%)
10. Morocco – $876.2 million (2.6%)
11. Algeria – $873.3 million (2.6%)
12. Spain – $807.7 million (2.4%)
13. South Korea – $764.2 million (2.3%)
14. Canada – $730 million (2.2%)
15. Nigeria – $670.1 million (2%)
Together, these 15 countries purchased 50.7% of all sugar imported worldwide in 2025.
Between 2024 and 2025, only two countries in this group saw growth in sugar imports: Bangladesh (+12.9%) and Nigeria (+5.5%). By contrast, the sharpest declines were recorded in Indonesia (-37.2%), India (-31.2%), Malaysia (-30.8%), and the United States (-27.1%).
